database otherwise untouched will show the root file modified as of the
date of the store.

If you have Online TurboStore 7x24, be aware that it was "fixed" to
update the DBSTORE timestamp in the root file. I suspect this is what
is changing your root file to appear "modified". I don't know if plain
stores/dbstores do this or not, we only have TS7x24 (which DBSTORE uses
if it is available).
