Hello John,
This is quite the mystery problem. The last thing I can think to check is
the tracert file itself..
: listf tracert.prvxl.telesup, 2

I verified; my current version on 6.5 with all current network patches
installed works on both the loop 127.0.0.1 and the address configured for
the network interface as well as test to other systems on the local LAN
segment and other systems over routers all work.
I think the next step is going to be tracing and contacting the folks you
have a system support contract with.
