Yes. Yes. Yes.

Over the years, I've heard/read that centuries ago when two tribes
decided to battle they would either a) have their two leaders fight it
out to decide the winner or b) have their warriors fight it out to
decide the winner. There were probably other methods
(paper/scissors/rock?).

Your description above is right on for modern/civilized times.
Sometimes, I tend to believe that the current "bad" things that the
human race is experiencing all over the world is just a logical
consequence of global population and that we all must look forward to
more and more of this no matter what actions we take. Whew!!
Pessimistic? Or realistic? Or wrong? You decide.
