I don't know the answers to your questions. I do know that both of
those countries have been under sanction for a decade or more without
observable positive results. Also, it appears that the suffering of the
oppressed in both countries is worse than it would be if the sanctions
were lifted. Moreover, the sanctions were imposed in the hopes that the
people would rise up and overthrow their cruel leaders. This hasn't
happened and it doesn't appear that it will. So, nothing is lost by
lifting them (except, if some of our stateside industries don't want
the competition).
