To quote one paragraph from this article (the one that got me
thinking):

"If we had a National Software Code, NSC, we could use the same
 common sense legal approach for software as we do in making
 bridges and buildings."

And we'd need the same "common sense" governmental/regulatory
structure to inspect/reject/approve each and every piece of
software created by every company in every city and town in
every state of the union!

Having just (well, almost) finished a new manufactured home
installation on my farm ('cause I still need *another*
inspection) - and remember this is not a public bridge or
public structure of any kind - I say:

"I don't think so, Mr. Mills"

I write code the way I'd like to see it if I had to fix/upgrade
it sometime in the future.  I usually put appropriate comments
to explain what's going on, and use indents and white space to
help make it readable (I'm sure the NSC would cover this, too).

I also like to get one project finished so I can move on to the
next one, going through a peer/management review and user training
as necessary.  I shudder at the thought of having an NSC review
for everything I do on top of that!

Now I'm FAR from perfect - and I'm sure the NSC would help there -
but I think I'd find a new profession if Mr. Mill's idea ever
came to fruition!
