A couple ways.   Take the console is one
CONSOLE ldev      will move the console.
If you trust these users you could give them a CSL program for GOD.   I have it around somewhere if you need it.

The difficulty I have with ALLOW is that:
1. it can only be issued from the system console;
and
2. the target user must be logged in when the ALLOW command is issued from the
console.

My need is to ALLOW MANAGER.SYS to WARN @.@ from a JOB.  ALLOWed users are
disALLOWed once they logoff and login again.  I seem to recall that there was a
contributed utility that permitted a user with SM, and possibly OP, to ALLOW
themselves without the need to be logged in on the system console.
