  Did I miss something here?  Last I checked, the installation steps are:

perl Makefile.PL
make
make test
make install

It's only after the make install that I would expect the

perl test.pl

to work.  The 'make test' specifies special directories into which things are
temporarily installed.

If you did the above and I just missed it, let me know and I'll contemplate
some more.
