Yahoo has done some "interesting" tweaks on their mail gateways, we have
quite an outbound queue for Yahoo, but they appear to be rate-limiting
us.  We've had some issues with AOL/Yahoo/Hotmail rate-limiting us
recently since many of our students forward their UTC mailboxes to their
addresses there.  It has become such an issue that we are going to stop
forwarding next week (but that doesn't help us out today).

I don't know about Yahoo/Hotmail, but in the AOL case, anything that the
user marks as "Report as Spam" results in "demerits" accumulated for our
mail gateway IPs and when you get enough "demerits" you get
rate-limited... <grumble> <mumble>... sorry, I digress...
