Corporate Computer Systems Make for MPE/iX.

It's better than anyhting else I've seen. Which ain't alot.

It builds a stream job and then, at the end of the make, streams it. Needless
to say, this can't account for all of the side effects that can occur.

It was free (it came with our C compiler from CCS) and it was the only make
product available at the time.
