I've wondered about this as well, but I figured it's because we don't
track (and don't WANT to track) who receives just the digest and who
receives the msgs one-by-one.

Incidentally, because of behind-the-scenes changes made at HP some time
ago, I have since been unable to hit "reply-all" and still end up with
a plain text msg.  I actually FORWARD the msg and enter the addressees
manually.  Yes, it's a pain.
