All those CPU's may not make much difference if NT 4.0 is trying to use
them.
"Tests of CPU utilization have shown that NT 4.0 to be an inefficient
operating system beyond two processors.   While it can use two CPUs
efficiently, for each additional CPU the operating system begins to soak up
all the added CPU cycles for overhead tasks." says an Aberdeen Group report
