I once had such behaviour when the default language in LANGINST
was not set to 0 (native-3000) but 8 (german). Turned out that
TermDSM tried to find a TSDM008 message catalog instead of the
available TDSM000 one. In my case, a NEWLINK helped by creating
a TDSM008 directory entry pointing to the TDSM000 catalog file.
