Thanks for the answers I got.
The solution for running program by 'every user' as suggested by Ted Ashton
and Winston Kriger is:
Rename the POSIX name to MPE convetion name
(ctmevent -> CTMEVENT.BIN.ACCOUNT) and to ensure that the program and the
BIN group have PH.
