problem with logon using main.pub.vesoft

I can log on as wess,manager.sys,  or even wess,operator.sys, but when I try to log on as wess,mgr.[account], it gives me this error:

This account has not changed and main.pub.vesoft still shows a creation/modify date of 2003. Securcon is intact too. The only thing that has changed recently is that I installed Netbase Shadow.
