I've never used Netbase, and I'm not familiar with the product structure.
However, I am a big fan of using Stage/iX for patching, and I know that you
can add your own files to stage areas via the manual use of expert mode:

STAGING AREA MANAGEMENT COMMANDS:

particular file.
SHOWDEFAULT (SHOWD) SM Display the default attributes for
a particular file.
COMPLETE (COMP) SM Mark a staging area as complete.
EXPERT SM Put STAGEMAN in expert mode.
Perhaps Stage/iX can give you the flexibility you need.
