Jim,
Most people put the network startup in a job, i.e. STARTNET, then put a
STREAM STARTNET
in the sysstart file.
To start the network, there are at least three steps
NETCONTROL START;NET=NETNAME
you can find netname in NMMGR, i.e. LAN1, BTLAN, etc..)
NETCONTROL START;NET=LOOP this brings up the loopback interface
NSCONTROL START this starts the services.
To bring the network down, I do it in reverse order.

This assumes that nmmgr is setup. Hardware is in place. Ping is successful. And sysgen is OK.
