Outlook always responds in the format of the original message, so, if you are replying to a message on the list that was plain text, it will generate a plain text reply.  If you start a new thread and your default message type is HTML, it will send it in HTML.  Does that make sense?

Of course if you reply to a message marked as HTML that was sent to the list, you'll send an HTML response.
