Seveal years ago, in a prior life, we bought the TV Guide Zip Code/City
file and loaded it to a master dataset within the database.  With this
scheme, the zip code can be matched with the city/town name (using certain
algorighms, which are not hard to pick up).

Many mail order houses which have "operators standing by" use this file.
 (Next time you order something, and all they ask for is your zip code,
chances are, they are using this file)...

Also, the USPS can also provide you with a file of Zip Codes and
corresponding post offices.  I don't know if there's a charge for this
though.  The TV Guide file is more extensive in that it can handle
multiple towns in a zip code (such as 19047, which is mine, is the
Langhorne post office, but also serves Penndel and Oxford Valley, both
legal "city names").

Ahem - this may be a bit tougher to get, as the Social Security
Administration - the keeper of these numbers - do not sell them (or at
least, they're not supposed to).  Most companies which do have this
information get it from credit reporting agencie, which have quite a few
on file (if you have credit, then they have your number - it's a key to
their databases).
