Anything you see in /var/spool/clientmqueue should be mail that has never been
fully delivered.  AFAIK, files will only be added there while the sendmail
daemon job is not running (or more accurately, the daemon is not accepting TCP
connections at 127.0.0.1 port 587).

The JDAEMON job should empty /var/spool/clientmqueue at startup via:

# Run the mail submission queue once to process any e-mail submitted by
# local users while the SMTP daemon was not running.
/$HPACCOUNT/CURRENT/SENDMAIL -Ac -qf

Stopping and restarting JDAEMON should empty /var/spool/clientmqueue.  If this
directory is NOT emptied, then something is wrong.

If you upgraded from the unsupported bixby.org version of sendmail, did you
remember to use /SENDMAIL/CURRENT/JDAEMON.sample as a template for a new daemon
job?
