Anyone getting into XML (http://www.w3.org/TR/unicode-xml/) should be
familiar with Unicode (www.unicode.org).  One good site about character
encoding is http://www.cl.cam.ac.uk/~mgk25/unicode.html.  IBMs site has some
good links at their Developer Site:
