In Information Week, One IT VP stated "You have to articulate your needs
with foreign companies".
That's certainly good practice anywhere, but, to use a cab driver analogy:
if fly into New York City, I expect the cabbie who picks me up to know the
Empire State Building, Times Square, Central Park, and all the main roads
without me having to give turn by turn directions.
THAT is why ON SITE programmers, be they contractors or employees, are more
valuable than off-shore labor. We're close enough to ask questions, we
speak the same language, and when we screw up, the end user is close enough
to hit us in the back of the head and tell us to try again.
