Help! User logging process won't start

Have private volume set up.  Can read and write to it.  Have logging
process created by private-volume user pointing to ULOG001 on private
volume DISC.

When :LOG logproc, START

get errors: Nonexistent Permanent File (fserr52)
                Can't open user logging file (ulogerr3)

Do I have to do a file command somehow?  Didn't used to when logged to
tape on classic 3000.  Feel like an idiot.  Any help appreciated.
