It's an example of "CYA" thinking, AFAIK. To test this, ask HP:
I accidentally entered next week's date when we booted the machine.
I didn't notice until the end of the work day.
How do I correct this?
If they don't recommend an INSTALL/UPDATE and complete RESTORE,
then you have to wonder why it should be recommended for the Y2K test case!

Probably....and they're aware of how much more of their time it would take to
handle the problem without a re-INSTALL. It's quite similar to the PC support
people saying "reinstall the product". Note: I'm not offering an opinion on
how often there might be a solution other than INSTALL, simply noting that
sometimes INSTALLs are recommended because they're the easiest
solution for the recommender.
When you're told to do a reload, treat it like surgery...sometimes it pays to
get a second opinion. I know I recommended reloading once, in a case where
I figured it would take nearly as much of my time to help solve the problem
as it would take to do an reload.
