OK. If later the need arises, it is easier and more compatible for us
to relax a constraint than to impose greater restrictions.
Revised ALTFILE x;code= rules are:
1) SM user can alter the file code on any file that has a file code
>= 0, to a new value that is numerically >= 0.
2) non-SM user with SF capability can alter the file code on any file
that has a file code >= 0 and that the user has READ and WRITE access
to, to a new value that is numerically >= 0.
No one can alter the file code of a file that already has a negative file
code. No one can alter the file code to a negative (PRIV) value. This
is more consistent with CI commands such as :BUILD, etc.
