I think the Asynchronous Network Engine from Telamon would be a good
solution.
 
It will let you open up the modem port and dial out from any dumb terminal
or batch job.
 
Cost, about $2000 hardware & software.
 
I just happen to have one.  I use it to connect to an older hp3000 serially
that does not (and never did) have NS.

I believe that someone (Ross?) from Telamon posted the name of a
3000-paging-software vendor a week or so ago ... a search of HP3000-L
archives
should show it.
 
Of course, if the 3000 is on the net, you could have it generate an email
message to HP3000-L, asking for any readers who see it to call the pager...
it's not as direct, and is tremendous overkill, but it could be fun... :)
(Silly, but it does bypass using the modem port:)
