Actually John, after sitting on two panels this year - this WAS
SUPPOSED to be the format.  Why the format rules were changed
for the Management RT, only we can speculate...  The rules were
Presubmitted Questions FIrst (with someone other than the
moderator reading them), then questions from the floor only
after Presubmits were done.
