HELP WARN OPERATION says:
This command may be issued from a session, job, in BREAK, or
     from a program.  Pressing [Break] has no effect on this
     command.  It may be issued only from the console.*

     * Unless distributed to users with the ALLOW command.

Hello all,

I have a programmer here that wants to use the tell command to send a
message back to a specific user saying that a job stream had finished.
Problem is that the user program is using vplus and the tell command can not
get thru.

Is there a way to have the tell command "break thru" vplus and delivery the
message?  Or is the tell command the wrong way to do it (need to use warn or
some other command or intrinsic)?
