if I understand your question correctly, I believe this behaviour is as
HP intended regarding programmatically opened nailed devices
(DTC-ports): i.e. they do count as an ordinary session (towards licensed
userlimit).  
We have some 40 lab-robots wich are controled this way, and, even though
licensing is not a problem for us, we are replacing these connections
with a PC that controls the lab-robot through serial interface, and
comunicates with an hp3000-listener-process over the net (tcp/ip).
