Hi Craig!  How's the new guy doing?

Anyway, for my two cents worth...

My understanding is that if you have:
   1.  A support agreement current within the last 12 months
Or 2.  The HP bill of sale
Or 3.  An original SLT (Software License Transfer) with HP's seal

Then HP's SLT team will, for $425, process an E36S license transfer to
the new owner.

That's at least the process that I follow....

I made a mistake which I would like to correct.
   
  HP will accept pretty much anything, a bill of sale, an old support
contract, etc...
  You might even get lucky with just the serial number, but don't count
on it.
   
  However, it can't hurt to ask.

Not all a-class and n-class boxes have transferable licenses.  
  
If a box fell off HP support contract, or is no longer under HP support
and the owner can not present a support contract, there is no
transferable license.
   
  As Matthew put it, even an abandoned car, if it is reported, after a
certain period of time, a third party can obtain the title.
   
  However HP has no such provision.  If there is no transferable license
then there is no way to get one from HP.  Technically the box has no
license.
   
  HP doesn't see this as a problem, because the boxes don't exist.
