As implied by other posts, ping the server first and then try to connect
to it from an FTP client.  

JINETD's config files determines whether FTP server is running and the
security files for JINETD adds their own layer of IP based security as
well as controlling whether FTP server is running or not.

You mean other than trying to connect to it?

If you are asking, is it because you think that it may not be reachable
somehow.  Would this be from outside and the firewall would be
preventing
the connection?
