Thanks Everyone, Bob was right as usual.
I found a single-ended SCSI terminator, put it on and the system booted right up.

You need a terminator on BOTH ends of the SCSI bus. In the case
of the 928's MFIO the board is in the middle on the bus. One end to
be terminated is internal (usually a disk drive) and the other end
is external on the back of the chassis.
