Hi Dave :)
    Um... no... there could be two occurrances (sp) of an exchange within
the same zip code.... this can happen (and just did in the Portland, Oregon
area this weekend) when an new area code "overlays" an existing area code or
codes.

   Starting Sunday, 01 October, 2000, here in Portland, and most of the
Willamette Valley!, the 971 area code was overlaid on the 503 area code...
so we now dial 10 digits.... but the new 971 area code could easily have the
246 exchange in the zip code 97221 which has a lot of new phone numbers
being installed due to a lot of second phone lines being installed for
existing clients/businesses...

   What might work for you would be to cross-reference the first 2 digits of
the zip code (ie 97 for Oregon) with the area code and prefix ... the first
2 digits of a zip code don't (IIRC) cross state boundaries and area codes
don't cross state lines...
