Jeff Kell's suggestion was spot on. Thanks Jeff and all others.

With the unconditional shutdown the connects were flushed, without, they
were left open and used up resources.

Sockinfo and Nettool showed all.

For others following, when connecting to an external system use the
unconditional shutdown as well as the graceful (there is a reference to it
in the manual)
