     Ran into the same problem myself. Your problem is in the OS you are on.
I was on 5.0 PP7 ftp'ing spoolfiles to a Novelle server on daily basis and
then when I upgraded to 5.5 express 4 suddenly I could no longer FTP
spoolfiles. Was receiving same error. There are patches for this problem I
believe, but in my case what HP had me do was simply restore the ARPA group
from a backup prior to the upgrade. The claim was that the ARPA system on
5.0 pp7 was actually newer then the 5.5 express 4 version and since it is a
standalone product it was ok to do this. Worked like a charm.
     Also regarding the handling of spoolfiles sent through FTP, what I
found was that you will get carriage control in the first 2 bytes of each
record. We created a C program that would simply strip out the first 2 bytes
of each record. Good luck..
