Sheesh ... nearly jumped out of my skin ... thought you where in some kind of pain ...

OK to the problem at hand. A sure way to stop users logging, is to take away their axes.
As for protection when backing up the system, you should install a repeating horn. Give plenty of warning ...

Also you might want to try looking up JOBFENCE, LIMIT, ALTACCT;PASS, ALTGROUP;PASS, ABORTJOB to name but a few.

when backing up the system.
