Sounds like the C/iX Library may not have been updated correctly.
Try this:

     LINKEDIT "LISTXL;XL=XL.PUB.SYS;MODULE=hp30026_01"

Near the beginning you should see "SHARED DATA : YES".  If instead
you see "SHARED DATA : NO", then you have a problem.  This can happen
if you use an obsolete version of Patch/iX to install a C/iX Library
patch.
