To the best of my knowledge, SYSSTART does not have to be on any particular
disk drive. It is not a system file that goes on a SYSGEN tape, and it does
not need to be available before all of the system volume set is mounted.
If you have it on LDEV 1 then you could do a SINGLE-DISK START and maybe
have sysstart execute, but the usefulness of this is highly questionable.
