Perhaps you are thinking of Performance Software Group's PCFastran.
It's an MPE environment that runs on a PC.  It's a Fastran compiler for
Transact, and an MPE environment so you can run your compiled
programs.  To do that, they had to emulate part of MPE, and of
course Dictionary/3000.  Since Dictionary is actually an IMAGE
data base, the product emulates IMAGE, for any data base you
want to download.  It also lets you download and use VPLUS forms
files.  You can also use flat MPE files, of course.  I think a Cobol
compiler was in the works.  I believe there was also a Mac version,
in fact the Mac probably came first.

My understanding is that it was lack of sales that killed it.

I still have my beta test version, and I use it.  Of course, it's not
getting upgraded as HP upgrades MPE, Transact, IMAGE, etc.
but they've got to have sales before they do that.
