I need to check my understanding of job queues and limits. Any queue can
contain jobs up the global job limit and its own job queue limit, which ever
is less. The total number of jobs executing cannot exceed the global job
limit, jobs streamed with ;HIPRI being an exception. Is that about right?

If so, I assume that I have the following right as well. I have a new queue,
SINGLE, with a limit of one. Jobs streamed in this queue will execute one at
a time, so long as the total number of jobs executing does not exceed the
job limit.
