FCOPY has that option. FCOPY FROM=<1st file>;TO=<2nd file>;COMPARE=<nn>
where <nn> specifies the number of errors allowed to occur before aborting.
This does not copy the files but compares them. POSIX has the diff command
that you could use but the danger is with binary as diff displays the lines
different which do not display well.
