You can't directly change a tape label. You must scratch it first, then you
can create a new one.

:file t;dev=7;NOLABEL
:fcopy from=$null;to=*t
<<reply to message on console that its OK to erase expired label>>
:file t;dev=7;label=MYLABEL,IBM
:fcopy from=$null;to=*t
<<reply to console message to create tape label>>

Thanks to Jeff Woods for reminding me that FROM=$NULL works better than
defaulting to $STDLIST because FCOPY won't "complain" that your from and to
files don't have matching characteristics.
