If you would consider using another operating system, maybe a HP3000 model
929KS or 939KS running MPE/iX 6.0 or MPE/iX 5.5 powerpatch 6 could be an
option.

Otherwise an HP Netserver running NT Server + Internet Information Server
could help you.

Being a HP3000 man I would suggest the first alternative, but that is my
opinion.
