Much along the same line, why didn't the US declare war to Benito Mussolini,
at the time so many Italians were fleeing their own land, and coming to the
States by the hundreds of thousands ?
Why didn't the US declare war to the Spanish dictatorship of Gen. Francisco
Franco, at the time so many American citizens (Ernest Hemingway comes to my
mind, obviously) were fighting as private citizens in the ranks of the
Republican army ?

In the two instances I mention above, I would certainly not go as far as
implying the US helped the dictators. They did not. They just turned a blind
eye.
Sad to say, much as the rest of the world did ...sigh ...
