The authoritative answer to this is RFC 821 - the SMTP standard.
 
The username can be up to 64 characters.
The domain name can be up to 64 characters.
 
Including the '@' symbol, that would be 129 characters.
 
(The longest total "path" can be 256 characters. That is including the
username, and old UUCP-style bangpaths. But very few people use this
anymore, in favor of DNS MX record style routing, and mail forwarders.
Routing is no longer really necessary.)
