Someone wrote me privately asking for information about the layout of the
tztab file. I figured there may be others who might also benefit from the
information.

Appendix A of the HP C/iX Library Reference Manual discusses time zones
and the Time Zone Adjustment Table (TZTAB.LIB.SYS).
