I ran into this problem a few years ago with old orbit tapes.

You should have a BACKUPX.pub.orbit (file code PROG), try running that and it 
should work.

If not, it should be at the beginning of the backup tape.  Restore it to the 
BACKUPX.pub.orbit and then try that.
