Twenty-six years ago, in the summer of 1972, I spent a few months in Spain
as an exchange student.  I do not remember Spain the same way John informs
us it is today.  Back in 1972, people got up early and started work at the
same time we do.  However, come noon time, everything would stop, shops
would close, etc. .  from 12:00 to 16:00.  This was the siesta time.  Work
would resume at 16:00 and go until about 20:00.  At night the restaurants
and bars, etc. . . would open for business at 23:00.  (The restaurants did
open for a few hours at 16:00, then they closed again until 23:00.)  People
would go out until 2:00-3:00 and then go home.  At first, I was taken aback
by that schedule, but soon learned to adjust to it.  When in Spain. . .

This was during the Franco era, perhaps things have changed since then.  It
was very hot in the afternoon in Madrid and air conditioning was not in
vogue, so sleeping in the shade was a very proper alternative.

Maybe Wirt should move to Spain!  Even though it is a long way to the west
of Greenwich, it is on Central European Time, which is one hour behind UTC.
 This means that Spaniards get up late and start their day late.  Evening
entertainment is liable to start at 10:00 pm. or later.  Of course, by the
sun, they're actually running on a very standard schedule.

Windows95 shows a lot of time zones on its map (Date/Time in the Control
Panel), including India and other half-hour offsets.  Nothing about
quarter-hour offsets though.
