Could the user could be emulating some other type of non-HP Terminal that doesn't care about remote echo?  

Is local echo turned on and it was saved in the terminal emulator's configuration file?  Then it wouldn't matter which brand of terminal emulator is being used.  

Older versions of MPE/iX (6.0?) would also do this to the QCTerm emulator if it was not patched for "Advanced Telnet," i.e. local echo is turned on but the user is running "Standard Telnet."
