What I did back in the MPE/V days was write a replacement routine for the
COMMAND intrinsic (called "Kommand" - which was in the CSL for a while). It
gave some control over what commands it would let users execute.
Load that in an SL up the chain somewhere, use QUAD (or similar) to text
EDITOR.PUB.SYS (make a copy first!), find the "COMMAND" near the end of the
file (in the externals list), and simply change "COMMAND" to "KOMMAND". (On
my 6.5 system, the COMMAND intrinsic name is in record 320 of
editor.pub.sys).
