Correct me if I'm wrong but paraphrasing the above results in:

The reason the government doesn't want plans (to build the bomb) published
on the internet is the civil unrest that would result if the public knows a
college educated adult still could not build it.

-- As opposed to the civil unrest resulting from the ease of making said
device, let alone deploying it.

Interesting.
